European Commission Outlines Plans to Reform EU VAT

The European Commission has published an action plan outlining its aims to reform the current EU VAT system to make it simpler, more resistant to fraud and business-friendly.

The action plan sets out a number of options for adapting and modernising VAT rules so that they support the digital economy and are responsive to the needs of small and medium-sized firms.

To this end, the action plan outlines five key objectives: tackling the VAT gap, removing VAT obstacles to e-commerce in the single market, a VAT simplification package to support the growth of smaller firms, a definitive VAT regime for cross-border trade and more freedom for member states on setting VAT rates.
